  22. The CONTROL panel would certainly help me.  But I'd want the 
  23. addresses of the links to be outside the document, and the
  24. entries in the CONTROL panel to work like entities.  You'd
  25. say somewhere in the HEAD section that the standard links
  26. you wanted were NEXT PREVIOUS UPALEVEL, and only those links
  27. would appear in the browser (frame?).

  29. For the browser to know where NEXT PREVIOUS etc are, it needs
  30. a navigational info file; that file has to be referred to
  31. in the HEAD section where these links are specified.  Does
  32. all this resolve to a URL type?
